Steering wheel shaking violently when I brake

I'm genuinely starting to get scared driving my Grand Cherokee at anything above 80 km/h because the steering wheel starts shaking so badly it practically vibrates out of my hands, and it gets especially intense when I apply the brakes to slow down for a junction or traffic ahead. I've already had the front tyres balanced and rotated thinking that might solve it, but it made absolutely no difference whatsoever, which tells me it's probably something else in the front end that's worn out.
